The Elder Scrolls V: Skyrim volume problem

So I noticed that my volume was really low on skyrim so I went to master and sfx volume and maxed it up but the volume was low, I tried the headphones on other games and they worked fine. I decided to delete skyrim from steam and reinstall it, 1. I went to the folder where skyrim was and deleted every trace of it 2. I went to documents and deleted my saves 3. I went to steam library games and deleted from there. After all that I reinstalled it, btw I got the game at a store, it was a CD. So I finished reinstalling it and and I started to play, the volume was still low, So I went to my sound drivers and updated it, after that I tried skyrim again but the volume was still low, I even double checked the volume settings, I don't know what the problem is, it must be Skyrim because I can hear perfectly on my pc.
